IE7 and lower can only be targeted through css and a markup called mime html or mhtml. Normally an image file (gif or jpg) is stored on a web server and an HTML page includes an image tag that points to the file.

No POST because the page with the image tag doesn't even know it's calling an aspx page for the image it's just writing" the image uri". The page that said the image likewise doesn't know or care how it was called.

If it does not work then there is an issue in your base64 encoding. First convert your image to Base64 (encode to Base64). You can do it online or with a PHP script. Therefore, make sure that the image actually stay in the same spot in relation to the web page, otherwise your visitors will get a broken link icon.
The broken link icon is shown if the browser cannot find the image.
